The phrase "attributing dialogue" is correct and usable in written English.
It can be used when discussing the act of assigning or indicating who is speaking in a conversation or text.
Example: "In her novel, she excels at attributing dialogue to her characters, making their voices distinct and memorable."
Alternatives: "assigning dialogue" or "crediting dialogue".
Her first book contains no quotation marks, because she didn't understand how to attribute dialogue.
In several scenes, she mistakenly attributes dialogue and actions to the wrong characters, as in one bizarre exchange where the brother-in-law ends up referring to himself in the third person.
It is possible, for instance, to trace here the author's development from an early postmodern baroque (think Pynchonian pop paranoiac excess) to the fragmentary, almost minimalist style of his late-'60s and early-'70s prime, and his return, in the late 1980s, to the world of quotation marks and attributed dialogue.
Don't overuse these tags, wait until you're at full stretch to attribute dialogues – but then, with a tag each, your characters can chat at some length without needing to pause for a "said Richard".
Another way to punctuate dialogue is to tag one sentence as you normally would, using a period at the end, and then starting a new sentence without attributing the dialogue to anyone.
Drunk Enough to Say I Love You? (2006) attributes the dialogue to two named males but includes no stage directions, and Love and Information (2012) goes further by simply printing more than 50 short scenes featuring anonymous lines of text, including many, such as "So we went to war on a completely", that are left unfinished.

Sometimes, a character will speak at greater length, and you can show this simply by quoting one sentence after another until the character is done talking; then, you can either just place end punctuation on the end of the last sentence or attribute the dialogue to a character using a tag.
