"attraction program" is a correct and usable phrase in written English.
You can use it to refer to any program that involves activities or strategies to draw people to a certain location. For example, "The city council is launching a new attraction program to draw more tourists to the downtown area."
In the Castro district, a "business attraction program" has brought together merchants, landlords and community development agencies in a successful effort to keep stores full.
