The phrase "at the stringency of" is correct and usable in written English.
It can be used when discussing the level of strictness or severity of a particular rule, regulation, or condition.
Example: "The project was completed at the stringency of the new safety regulations imposed by the government."
Alternatives: "under the strictness of" or "according to the severity of".
