The phrase "at the present the problem of" is not entirely correct in written English; it should be "at present, the problem of" for clarity and grammatical accuracy.
You can use it when discussing an ongoing issue or situation that is currently relevant or significant.
Example: "At present, the problem of climate change requires immediate attention from global leaders."
Alternatives: "Currently, the issue of" or "At this time, the challenge of".
