The phrase "at the phantom of" is grammatically correct and can be used in written English.
It can be used in contexts where one is referring to an illusion, ghost, or something that is not physically present but is being perceived or imagined.
Example: "She stood at the phantom of her lost dreams, feeling the weight of what could have been."
Alternatives: "in the presence of the phantom" or "before the ghost of".
