The phrase "at the doctoral" is not correct and does not convey a clear meaning in written English.
It may be intended to refer to something related to a doctoral program or degree, but it needs additional context to be usable.
Example: "She is currently studying at the doctoral level in psychology."
Alternatives: "at the doctoral level" or "in a doctoral program".
