The phrase "at the bypass" is correct and usable in written English.
It can be used to refer to a location near or at a bypass road or area, often in the context of traffic or navigation.
Example: "The accident occurred at the bypass, causing significant delays for commuters."
Alternatives: "near the bypass" or "by the bypass".
