"at least virtually" is correct and can be used in written English.
It is typically used to imply that something may not be completely true in reality, but it is true in a figurative or virtual sense. This phrase is often used to soften a statement or to indicate that there may be exceptions to the statement. Example: "Although she was not a doctor by profession, she was at least virtually a doctor with all the medical knowledge she had acquired through years of caring for her sick family members." In this example, the speaker is acknowledging that the person may not have a formal medical degree, but they possess enough knowledge to be considered a doctor in a figurative or virtual sense.
