The phrase "assuming it happens" is correct and usable in written English.
You can use it when discussing a hypothetical situation or condition that may or may not occur.
Example: "We will proceed with the project, assuming it happens as planned."
Alternatives: "if it occurs" or "provided it takes place".
The second drawback is that the investment – even assuming it happens – will take time to arrive.
