These guidelines were often integrated into assessments of service availability, assessing services for the availability of essential resources and equipment as well as relevant clinical practice guidelines.
The aim of the PROMO study was to assess service provision for these groups in two highly deprived areas of each participating capital and also to identify components of good practice in mental health care.
Provider vignettes and client exit interviews were conducted during the time period when the field teams were present at facilities to assess service quality measures for estimating provider competence and performance [ 23].
Population-based, administrative data sets have been used to assess service utilization - among other outcomes - for many years, and the data linkage and analysis procedures have been validated and well-established [ 69, 70].

The significant correlation between our carers' mental health status and their stated need for more services suggests that felt need should be given greater priority over normative need in assessing service needs for carers of people with dementia.
The second phase of the research assessed service delivery for those at risk of depression through an audit of the two community health centre files, and will be reported separately.
This should include specification of the organisational structures, specific interventions and ways of working that are likely to optimise outcomes, and the development of methods for assessing service quality and for improving implementation [ 1].
