The phrase "assert that all of" is correct and usable in written English.
You can use it when you want to state or declare something emphatically, particularly when referring to a group or category.
Example: "The researchers assert that all of the data collected supports their hypothesis."
Alternatives: "claim that all of" or "maintain that all of".
In the case of quantum mechanics Weyl asserts that: "All quantum numbers, with the exception of the so-called principal quantum number, are indices characterising representations of groups".
Some explicitly assert that "our" way of life is threatened.
While French, Gilbert, May, and others who concentrate on redeeming collective responsibility as an intellectual construct do so by defending the coherence of collective actions and group intentions, they do not go as far as to assert that all kinds of groups are capable of acting and intending collectively.
