Mayors Peter J. Cammarano III of Hoboken and Anthony R. Suarez of Ridgefield, Assemblymen L. Harvey Smith of Jersey City and Daniel M. Van Pelt of Ocean County and nearly a dozen officials in Jersey City were also arrested last week but have not resigned.
Assemblyman Ryan Scott Karben of Rockland County, one of the younger and more visible state legislators, resigned abruptly yesterday.
Assemblyman Steven Sanders of Manhattan, chairman of the Assembly Education Committee, said it seemed clear to him that Mr. Levy would not appoint Mr. Riccobono.
Assemblyman Fred Thiele of Bridgehampton, one of the state legislators Mr. Horton and Mr. Williams complained to, agreed that East Hampton should not have laid down conditions before participating.
Assemblyman Sam Hoyt of Buffalo, chairman of the committee with jurisdiction over the law, said renewal of the provision allowing industrial development agencies to issue bonds on behalf of nonprofits had become snarled in a broader debate.
"Some people have said we should have the mayor and the City Council appoint the members of the board," Assemblyman Brian Kavanagh of Manhattan, said.
"It was not an Albany scandal," he said of last week's cases against legislators, one of which involved an assemblyman accused of accepting money for a legislative proposal.
"Sounds like Dean wrote that," Assemblyman Brian M. Kolb of Canandaigua, the leader of the Assembly Republican minority, joked, referring to Mr. Skelos, the most powerful Republican in the Legislature.
