The purpose of the meters is so "the city can begin to learn to ask for projects and solutions in an integral way," said Dhyana Quintanar Solares, the general coordinator of Mexico City's Public Space Authority, which manages EcoParq.
The following information was asked for each project: project title, aims, whether part of an over-arching health promotion programme for older people, organisations involved, setting, geographic scope, target group, number of clients involved, evidence base and evaluations.
The House speaker, Nancy Pelosi, requested $32 million in earmarks, while Steny H. Hoyer, the majority leader, asked for $26 million for projects in the $459.6 billion defense bill, the largest of the appropriations bills that go through Congress.
"This asked for a project on diversity to all of America's children," she said.
Mr. Rashid said he had not gone begging for handouts, but had asked for a project that would bring work to the area.
A council spokesman said the mayor had already asked for the project to be looked at to ensure "more clarity on when and how residents are formally engaged".
