The phrase "as though saying" is correct and usable in written English.
It can be used to indicate that someone is implying or suggesting something without stating it directly.
Example: "He looked at her with a raised eyebrow, as though saying he didn't believe her story."
Alternatives: "as if to say" or "as though implying".
As though saying it enough times might make it real.
