The phrase "as the encompassing" is not correct and lacks clarity in written English.
It may be used in contexts where you are trying to describe something that includes or surrounds other elements, but it needs additional context to be meaningful.
Example: "The project aims to address various issues, as the encompassing framework will guide our approach."
Alternatives: "as the inclusive" or "as the overarching".
