The phrase "as noted also" is correct and usable in written English.
It can be used to refer back to something that has been previously mentioned or acknowledged in the text.
Example: "The results of the study were significant, as noted also in the previous section of the report."
Alternatives: "as previously mentioned" or "as indicated earlier".
