The phrase "as less adequate" is not correct in standard written English.
It is typically intended to compare the adequacy of two or more things, but the correct form should be "less adequate" without "as."
Example: "The new policy is less adequate than the previous one in addressing the issue."
Alternatives: "not as sufficient" or "less effective."
