As recently as December, Exco Resources was willing to pay $9,000.
Also it has been announced that John Gunn, chief executive of British and Commonwealth Holdings, who resigned as head of Exco in 1985 over policy differences with other directors, had been elected to the board of Exco.
He added: "During my tenure as a Fifa exco member, I worked ceaselessly to confront and to correct what I thought were opaque and illegal ways in which Mr Blatter and his predecessor, Mr [João] Havelange, ran Fifa.
If proven the case would be another body blow for Fifa – the influential Teixeira is a member of the troubled Executive Committee (ExCo) – as Blatter attempts to show he can bring an end to the series of corruption scandals that has gripped it over recent months.
This added to the allegations of huge bribe-taking made just before the World Cup vote by the BBC's Panorama programme against Leoz, Texeira and Hayatou, in response to which the FA's bid wrote to all exco members: "As members of the football family, we feel solidarity with you".
Senior members of England's bid team are still disturbed by that, believing now that the Russian president, Vladimir Putin, did not travel to Zurich to press the flesh of Exco members before the vote, as the British prime minister, David Cameron, did, because he had already been assured Russia had won.
"Fifa president Sepp Blatter has indicated he will be bringing it as a discussion point for the Fifa Exco [executive committee] in October so we wait to see the relevant reports.
The Asian football chief Sheikh Salman Bin Ebrahim al-Khalifa, from Bahrain, is pondering whether to run, as is Kuwait's Sheikh Ahmad al-Fahad al-Sabah, another Fifa ExCo member.
Although the process, involving governments at the highest level as well as expensively resourced teams bidding for the favour of the 22 exco members, was rife with rumours at the time, no evidence has emerged that Russia won the vote corruptly.
Shares in Exco were down 4.8 percent at $13.19 as of midday on Monday.
