The phrase "as best the same" is not correct in standard written English.
It seems to be an attempt to convey a meaning similar to "as good as the same" or "as close to the same as possible."
Example: "The two products are, as best the same, in terms of quality and performance."
Alternatives: "as good as the same" or "virtually the same."
