The phrase "as a second reasoning" is not commonly used in written English and may sound awkward.
It could be used when discussing multiple reasons or justifications for a particular point, but it would be clearer to use more standard expressions.
Example: "The first reasoning for our decision was cost efficiency, and as a second reasoning, we considered the environmental impact."
Alternatives: "as an additional reason" or "as a secondary justification".
