The phrase "as a function of congruency between" is correct and usable in written English.
It can be used in contexts where you are discussing the relationship or dependency between two variables or factors, particularly in scientific or analytical writing.
Example: "The results varied significantly as a function of congruency between the stimuli presented to the participants."
Alternatives: "depending on the congruency between" or "in relation to the congruency between".

As predicted, the results showed that vmPFC contributions to memory formation vary as a function of knowledge-congruency, but not as a function of knowledge-relevance.
