The delegates have agreed on some 140 articles of the draft constitution over the last two and a half weeks.
The leading figures of the so-called liberal forces in the constituent assembly subscribed to and signed a document containing compromise wording for the most contentious articles of the draft constitution, before withdrawing from the assembly and claiming that somehow the Islamists tricked them into signing the paper.
Article 2 of the draft mirrors the 1971 constitution and says "principles of Shariah are the main source of legislation".
Concentrate instead on the content of article one of the draft, which posits "a union of European states which, while retaining their national identities, closely coordinate their policies at the European level, and administer certain common competences on a federal level".
"Men and women who commit adultery shall be punished based on the circumstances to one of the following punishments: lashing, stoning [to death]," Article 21 of the draft code states, the Guardian reported.
The lack of substantive consultation with Congress leaves us without a clear understanding of the compromises your administration made on the issue of immunity in Article XII of the draft text that media have published based on translations from Arabic, and whether these compromises will adequately protect our troops.
For example, paragraph 10 of article 6 of the draft agreement suggests that, [The mobilization of climate finance [shall][should][other] be scaled up [in a predictable and transparent manner] [beyond previous efforts] [from USD 100 billion per year] from 2020." Aside from the "scaling up" of financial aid "from 2020," most of the proposition is still up for debate – down to the tense of the verb.
The new law fails to address concerns raised in February by the top legal official at the United Nations, Hans Correll, who asked the Cambodians for clarifications or changes to 17 of the 48 articles in the draft version of the law.
Thomas Nash, director of Article 36, said the draft protocol gave legal cover for the use of cluster bombs and described any move towards that as "mind boggling".
