The phrase "art educational" is not correct in standard written English.
It seems to be an attempt to describe something related to art education, but it lacks clarity and proper grammatical structure.
Example: "The program offers various art educational resources for teachers and students."
Alternatives: "art education" or "educational art programs".
But we might ask, in what sense is the study of art educational?
Why? Herbert Hoover, at the time secretary of commerce, had consulted V.I.P.'s in the art, educational and business worlds, who advised that there was no modern design in America.
