The phrase "around the scheme" is correct and usable in written English.
It can be used when discussing something that is related to or involves a particular plan or arrangement.
Example: "We need to gather feedback from the team around the scheme we proposed last week."
Alternatives: "regarding the scheme" or "concerning the scheme".
Generally, though, the enthusiasm around the scheme is infectious.
One of the big "buts" around the scheme, however, is that lenders will have to pay the government a fee for each mortgage that is guaranteed, and this fee has not yet been made public.
