Senior Pentagon officials said Mr. Rumsfeld had pointedly told those officers writing proposals for the structure of the armed forces that the new guidelines were endorsed by the chiefs of each of the armed services, with the message being: "Listen to your boss".
Schools will be required to provide military opt-out forms to 9th- and 10th-grade students and to develop a plan to monitor on-campus recruiting by the armed forces, according to new guidelines announced by the city's Department of Education on Monday night.

Mr. Bush's order establishing the tribunals -- issued on Nov. 13 not as an executive order but rather as a military order by the president in his constitutional capacity as commander in chief of the armed forces -- set only broad guidelines for the tribunals.
The guidelines of the armed forces treat same-sex couples the same as unions between men and women.
Instead, the new guidelines order the armed forces to prepare for four core missions: to "win decisively" in a single major conflict; defend American territory against new threats; maintain global deployments to deter aggression; and, at the same time, conduct a number of holding actions, peacekeeping missions and support operations around the globe.
"We are encouraged by the leadership of countries like the Philippines that have restricted the use of schools by its armed forces and continues to strengthen its laws and guidelines," she said.
Everyone, including party members and the armed forces, "must regard the constitution as the fundamental guideline of their activities", the document says.
The Paris Principles are the operational guidelines related to sustainable reintegration of children formerly associated with armed forces and groups.
The guidelines say Japan is concerned by China's growing military spending, modernisation of its armed forces, and increased naval assertiveness in the East China and South China seas.
