"arm up" is not a complete sentence.
It can be used as a noun phrase or a verb phrase, but it is not grammatically correct to use it as a standalone sentence. For example: Noun phrase: "Her arm up in the air signaled for a taxi." Verb phrase: "Before the race, the runners need to arm up with some stretches." "Arm up" is commonly used to mean to prepare or strengthen for physical activity, particularly in sports or fitness.
