The phrase "arises follow" is not correct and usable in written English.
It seems to be a combination of two separate ideas, but it lacks clarity and grammatical structure.
Example: "The issues that arise follow a pattern that we need to address."
Alternatives: "that emerge follow" or "that occur follow".
