The phrase "argument by itself" is correct and usable in written English.
It can be used when discussing the validity or strength of an argument without considering additional context or supporting evidence.
Example: "The argument by itself lacks sufficient evidence to be convincing."
Alternatives: "argument alone" or "argument on its own".
But philosophy alone cannot provide the necessary details; philosophical argument by itself would underdetermine a penal code and has no means to administer one.
To be sure, Locke thinks that a people, which is formed by individuals in consenting to be members, could choose a monarchy by means of majority rule and so this argument by itself does not give us an argument for democracy.
