The phrase "are were" is not correct and usable in written English.
It appears to be a combination of two different verb forms that do not work together in standard English grammar.
Example: "They are were confused about the instructions."
Alternatives: "are" or "were".
They would not be the films they are were the people who made them not steeped in Shakespeare.
"The ones that are were so junior then that they didn't have to worry about the agency's balance sheet".
It feels forced -- as if the author, far from showing things as they are, were herself meting out punishment.
