The phrase "are substantially sensitive to" is correct and usable in written English.
It can be used when discussing the degree to which something is affected by or responsive to certain factors or conditions.
Example: "The results of the experiment are substantially sensitive to changes in temperature."
Alternatives: "are highly responsive to" or "are significantly affected by".
However, the triggering locations are substantially sensitive to noises in the MZI clock, and generated errors may not be easily corrected.
