The phrase "are some qualified" is not correct as it lacks context and a subject.
It could be used in a sentence where you are referring to a group of people or things that meet certain qualifications, but it needs to be part of a complete thought.
Example: "There are some qualified candidates for the position."
Alternatives: "some qualified individuals" or "a few qualified applicants".
