It can be used to describe a situation where something is not completely enclosed or is only surrounded on some sides.
Example: "The buildings in the city center are partially surrounded by a beautiful park, providing a serene escape from the urban environment."
Alternatives: "are somewhat enclosed" or "are partly encircled".
