The phrase "are off topic" is correct and usable in written English.
It can be used when indicating that a subject or discussion is not relevant to the main topic at hand.
Example: "While I appreciate your input, your comments are off topic and do not relate to the current discussion."
Alternatives: "are irrelevant" or "are not related".
