The phrase "are much less active" is correct and usable in written English.
It can be used to compare the activity levels of two or more subjects, indicating that one is significantly less active than the other.
Example: "The older adults in the study are much less active than their younger counterparts."
Alternatives: "are significantly less active" or "are considerably less active".
