The bank, with the assistance of the developer and architect, is seeking gold certification from the United States Green Building Council for the building's environmental initiatives.
Many project architects have additional certifications and some have doctoral degrees.
In addition, the inspectors will tighten the oversight of a certification program for architects and engineers to weed out those who have committed numerous code and zoning violations.
"In Asia, LEED is considered the gold standard for sustainable certification," said David Groseclose, an architect and senior LEED consultant with CH2M Hill.
During the first years of the Giuliani administration, the Buildings Department introduced self-certification for architects and engineers on the theory that they are professionals and have much to lose (their licenses) should they violate this trust.
One reason many architects and builders, especially less experienced ones, do not take advantage of self-certification, according to Mr. Mandl, the architect, is that they value the Buildings Department's review of their plans as a way to catch flaws.
The program joins Google's existing certification programs for Android developers, cloud architects and data engineers.
Green-building certification requires participation of many groups, including architects and engineers, and "it's a lot of extra work if they don't speak English," Mr. Horst said.
In some cases, you may need to get a professional builder or architect to measure the building so you meet certain certifications or guidelines.
Cisco Certified Architect is highest level of accreditation achievable within the Cisco Career Certification program.
