In 2009, for example, the association barred the trainer Jeff Mullins from its tracks for six months for giving one of his horses an unknown substance in Aqueduct's monitoring barn and repeatedly lying about it.
It has already spent more than $300 million to prepare for long-term repairs of the aqueduct, as well as better monitoring of tunnel conditions and repair methods.
The devices may find applications in analytical chemistry, the surveillance and assessment of biological risk, food safety, contaminant monitoring, and surveillance in seawaters, aqueducts, and drinking water.

The other display showing seepage and spillage is the result of robotic monitoring, not near Lincoln Center, but along the Delaware Aqueduct that carries water into New York City from upstate reservoirs; sensors have revealed continual leaks that lose a substantial amount of water every day.
In September, a four-member task force concluded that more than half of the 21 racehorses that died last year at Aqueduct might have been saved had racing authorities more closely monitored their health and the liberal use of prescription drugs intended to keep them racing for purses inflated with money from the track's adjacent casino.
"The Racing and Wagering Board continues to closely monitor and investigate the circumstances of every breakdown at Aqueduct," Park said.
