In her opening remarks, UNICEF Executive Director Ann M. Veneman laid out an ambitious agenda for the three-day meeting – including the mid-term review of UNICEF's strategic plan for 2006 through 2009, as well as approval of individual country programmes.
These included approval of a new country programme in Niger to support Government efforts to ensure that all children, especially those affected by humanitarian emergencies and children with disabilities, are reached with vital services and care.
The HSRC has been commissioned to evaluate UNICEF‟s OVC programme component of the country programme.

The two schemes are being carried out under nearly identical conditions – requiring the ESM's approval of a country's reform programme – and neither has been triggered so far.
The evaluation methods consist of: (1) interviews with key informants, (2) review and analysis of documentation, and (3), case studies of selected country programmes (Myanmar, Thailand, Uganda and Zimbabwe).
The desk review covered the following documentation: draft Country Programme Recommendations, Country Programme Action Plans, Country Programme Management Plans, Mid-Term Reviews, Annual Reports and statistical annexes, as well as other general documentation.
