This is a typical macro-level application of weather index insurance similar to the WFP/World Bank and Ethiopian government pilot program in 2005/2006.
Our review shows that even standard approaches in the design and application of weather index insurance can be challenging for roll out to smallholder farmers (e.g. in terms of skills, resources, and infrastructure).
