Mayor Rudolph W. Giuliani reopened the debate over merit pay for teachers yesterday, saying the flood of applications for summer school jobs proved that the city could afford to be selective by awarding bonuses only to those teachers whose classes perform well on standardized tests.

She said yesterday that the deadline for teachers to apply for summer school last year was March 30, while this year's applications have not even gone out yet.
In 2006, approximately 19,000 students made 75,000 applications for 8,000 medical school places in the UK.[ 1] Applications are made centrally via the Universities and Colleges Admissions Service (UCAS).[ 2] Candidates may apply for up to four separate medical schools each October, for admission in the following academic year.
The academy trust behind the school said its application for 2017 remained under consideration by the DfE.
The average application fee for all 1,073 schools in the study was $41.
The EFA is not expected to put in a planning application for the Greenwich school until late summer at the earliest, and the school's website indicates it is not certain to open in its permanent home in 2018.
Last year, the district received 11,184 applications for 1,733 seats in gifted and classical schools, and 38,438 applications for 3,471 seats in the city's magnet programs, a district spokeswoman said.
