The court, in the capital, Santiago, said there was no evidence to suggest that they were aware of any embezzlement.
"Since the state didn't have the information that was going to prompt the drop in shares," Ms. Lagarde said, "it wasn't in a position to make, encourage or purposely disclose any embezzlement linked to the drop in shares".
But Steve Bullock, the Democratic governor of Montana, proclaimed that his state would not be party to any such embezzlement, which brought the audience to its feet.
While an embezzlement of this size could happen in any district, he added, "it certainly is easier where there is an abundance of resources, and it's easier to cover up because of that abundance of resources".
"A taboo has been broken, with Fujimori treated like any other person accused of embezzlement or murder who flees to Chile," said M. Cherif Bassiouni, an expert on extradition at the DePaul University College of Law in Chicago.
"To them, this probably did not appear like embezzlement or malfeasance of any kind," he said.
He was accused by the leadership of embezzlement in 2009, but he denies any wrongdoing and insists he was never found guilty of any charge.
Mr Wahid did not merely proclaim his innocence of any wrongdoing in the two scandals, which involve embezzlement from a state agency and an improper donation from the sultan of Brunei.
The law could be used against any public official who was convicted of bribery, embezzlement or theft, or otherwise profited "through the use or attempted use of the power, rights, privileges or duties of his or her position as a public official".

But there is a debate in China over whether the trial, in which Mr. Bo was charged with bribetaking, embezzlement and abuse of power, has contributed to any progress in establishing an independent judiciary with due process in this country, where the party rules the courts, or whether it amounted to little more than political theater.
