The phrase "annihilating effect" is correct and usable in written English.
It can be used to describe a powerful or overwhelming impact that completely destroys or negates something.
Example: "The new policy had an annihilating effect on the competition, leaving them unable to recover."
Alternatives: "devastating impact" or "obliterating influence."
