Microsoft's positioning seems a little murky--they offer VoIP servers and software that will be interoperable with a company's existing PBX system to customers who don't want to replace robust hardware-based PBX services but want to extend those systems' capabilities.
The vehicles, signals, dispatching, communications systems, integration testing, and commissioning of the four lines in Chongqing will be interoperable and interconnected, permitting shared-line and cross-line operations.

Developing better SMS services across multiple operators means that the messages will be interoperable (what you send on one network and handset will be seen that way when received on another network and handset) in the same way that apps are working today but SMS has only managed to in the most pared-down, text-only scenarios.

"Quite frankly, however, there are very many standards and initiatives related to interoperability and it is often difficult for consumers to tell if two smart home products will be interoperable or not".

( I guess OpenSim wasn't good enough. No word on whether it will be interoperable with Second Life).
This project is still in the planning stage, but if it is a success it will mean that the the two libraries will be interoperable (while retaining their existing focus) but also that the cost of maintaining the code will be shared among more developers, freeing time for the development of new features.
