The phrase "and thus when" is not standard in written English and may be confusing.
It could be used in contexts where you are trying to connect two ideas, indicating a cause and effect relationship that occurs at a specific time.
Example: "The experiment yielded unexpected results, and thus when we analyzed the data, we found significant discrepancies."
Alternatives: "therefore when" or "consequently when".
