The phrase "and certainly even" is not standard in written English and may sound awkward or redundant.
It could be used in contexts where you want to emphasize a point, but it may be better to rephrase for clarity.
Example: "I believe that the project will succeed, and certainly even the most skeptical among us must agree."
Alternatives: "and undoubtedly" or "and certainly".
