The phrase "and a maximum time" is correct and usable in written English.
It can be used when specifying a limit or constraint related to time in various contexts, such as deadlines or durations.
Example: "The project must be completed within two weeks, and a maximum time of 14 days is allowed for submission."
Alternatives: "and a time limit" or "and a time cap".
