The phrase "an open reply" is grammatically correct and can be used in written English
It refers to a response or answer that is not restricted or limited in any way, and is usually given freely or without hesitation. Example: "The politician was asked a difficult question during the press conference, but she gave an open reply, addressing all aspects of the topic without avoiding any parts of it."
