The phrase "an impulse to help" is correct and usable in written English.
You can use it when describing a spontaneous desire or motivation to assist someone or something.
Example: "She felt an impulse to help the lost child find their parents."
Alternatives: "a desire to assist" or "a urge to support".
The proper reaction is not blame, but an impulse to help one another.
