The phrase "an average tariff" is correct and usable in written English.
It can be used when discussing the typical rate of duty imposed on imported goods in trade contexts.
Example: "The government has decided to implement an average tariff of 15% on all imported textiles to protect local industries."
Alternatives: "a typical tariff" or "a standard tariff rate".
