Some mutual funds, for ex ample, said unequivocally that they did not want to join but noted that they might be forced to if their competitors joined.
The choice amounts to either doubling down on France's Socialist traditions and ample — some say, unaffordable — welfare state, or moving farther toward the kinds of reforms aimed at trimming the state and opening French labor markets that Mr. Sarkozy has long promised but has been largely unable to deliver.
"Funding is ample to say the least, and a lot of the work that my radiological group has really comes from the CRTI," says Larsson.
State savings funds are ample, he said, and should be tapped in the short term.
