Land remains its main source of natural wealth, but the amount of productive land is insufficient to support the population adequately.
As Mr. Safina noted, "The ocean has an incredible amount of productive capacity, and we could quite easily and simply stay within it by limiting fishing to what it can produce".
There is, therefore, a requirement for tools to assist in the spatial targeting of such interventions to areas where they will have the biggest impact on water quality improvements whist occupying the minimal amount of productive land.
